AZ 2: Hashem will give reward for Torah learning. Nations will claim their bridges/markets were made for Am Yisrael to learn Torah. Hashem calls them fools. Fools, not liars? Rashi: the world was made for Torah. Just not their intention.

AZ 2b says that one day Hashem will give reward for all who learned Torah. Other nations will come requesting reward for all their bridges, markets, etc. which they made for Am Yisrael to learn Torah. Hashem calls them fools as they did it for themselves. How could they lie in the moment of truth? Rambam intro to Peirush Hamishna: Hashem made all the people, even those without chochma so we won't be alone. This means that all the people are needed because if there was only the chacham, he would need to know how to plow, sow, etc. to bake bread, how to weave to make clothes, how to build, etc. When would he learn? This way others can spend their time on that and he can find what he needs easily and quickly. Thus, even if a person got rich from those crafts and built a mansion, maybe the chacham can get some shade from that mansion on a hot day, or can get some wine from the rich person's vineyard. So they really did build it for Am Yisrael, but they don't get the reward because it was not their intent. Proof: They never decided to try the Torah (never learned any, never brought korbanot - which are actually allowed even now for non-Jews). Yet, the times of mashiach will be filled with lies such that the nations will attempt lying about this to Hashem.

Rashi: It didn't yet rain because there was not yet a man working the land to appreciate the rain. When Adam came he knew it was needed and he prayed for it. Griz: Most things can come via prayer or not, but rain can come only via prayer.

Avot 3:1 - Know before whom you will give din and cheshbon (justice and an account). Gra: din for the sin, cheshbon for the mitzvot you could have done during the time of the sin. Q: Someone sitting idle also gets punished due to the loss of Torah? A: There sometimes may be excuses due to being tired. But if you use the time for sinning, you definitely could have done mitzvot at that time with that exact amount of effort. So your punishment will be greater than someone who was idle.

Rashi: Their decree was sealed due to the robbery. Shemot 22:21 - Hashem hears the screams of the victims. Yalkut Shimoni: Hashem hears all victims, but answers the screams right away. Thus, their decree was sealed from the theft, which has screaming victims, rather than from the arayot and avoda zara, which has complicit partners.
